- Promoted to the vice president of TÜLOMSAŞ on 30 th of Octeber 2003.
-Promoted to General Director of TÜLOMSAŞ on 21 th of March 2005.
Work experience :
1) He has disegned the first electronic weighing machines and he has applied themon trucks not only mechanic weighing but also mechanics weighing.
2)He has been in design and producing the sweeping truck for the streets.
3) He has produced electrocars which run accumlators as home product.
4) he was appointed as a coordinator for the Quality Management System ISO 9001 in 1994 . TÜLOMSAŞ was given Quality Quaranty System Certificate ISO 9001 in 1997 .He particularly joined this and gave seminars to the workers this system also, he participated the system to be put in practise. He gave practise seminars on total quality ,ISO 9001,design and analysis of system ,time management ,productivity,dismissing the work losses,tecniques for solving problems and strategic planning as well.He also presented some symposiums about '' TÜLOMSAŞ and Total Quality''.
For the first time '' The Quality Circle'' was applied at the Public Utilities.He was pioneer for this system at TÜLOMSAŞ.He gave seminars at many public utilities on ISO 9001 System.
5) In 2003 the SWOT analyse was done for TÜLOMSAŞ. According to this the weak and strong side of the company were determined Mr. Hayri AVCI took a very important role there as ateam leader during the Developing Program for TÜLOMSAŞ.During the study , the goals for Marketing,Production,Purchasing and Human Resurces Policies for the middle term and they have been put in practices were applied on performing management system which is connected to the latest administration at TÜLOMSAŞ in 2004.
6) He took part very effectively,at preparing '' Reorganization Program for TÜLOMSAŞ'' in 2004. He updated the production and system studies of TÜLOMSAŞ, so as aresult of this , new applications were started according to the latest management mentality.
7)The Production Model of TÜLOMSAŞ has been changed, so from producing a fragment to a product and from labour working to the technolgy have been applied. In this aspect , the program ,which is necessary and supported by Research and Devaloping Department,to improve sub-industry has been started.
8) Tülomsaş was rewarded by ''Referans '' newspaper,which organizes an organzation called ''The Quick Fish Award'', which is one or the most prestigious award on econmy on 28 th of February 2007.This award is given to the firms whose organzation is modern and those which has a quick increasing in profits, those whichare oroductive and those which uses knowledge correctly.
9) The 2015-panorama of TÜLOMSAŞ has been released,The program has the Research and Devloping,technolgy,the production ways and variteies , exporting goals, sub-industry, the firm responsibilities and contribution of TÜLOMSAŞ to the Eskişehir'sand Turkey's economies.Our biggest aim is to convert Eskişehir and our district into the center of rolling stock.
10) He was awarded “The Entrepreneur of The Year of 2009” held second by Eskişehir Entrepreneur Businessmen Industry Society (EGSİAD).
11) He was choosen by CNBC-e Business one of “the 7 Gold Men of the State” placement in which the candidates are choosen among the best managers at Public Sector in Turkey in 2009.
